Concerning the specific error message "The requested operation cannot be completed due to security restrictions. Please contact your system administrator. (Document type: Partner, Operation: read)", there was a multi-company bug about this and it has been fixed. Maybe it applies to you. You should make sure to have the latest revision of v7. Apart from that, of course, you have to make sure that the user creating the customer has the right to do so: go to Settings > Users, select the user, go to the access rights tab, and check the checkbox "Partner Manager".

Concerning documentation for access rights in v7, it works exactly the same way as for v6.1. Refer to the v6.1 doc to understand how it works: http://doc.openerp.com/v6.1/book/8/8_20_Config/8_20_Config_accessRights.html#managing-access-rights
