Yes,
You can install any module without internet. After unzip modules in addons folder You need to update module list to do, go to Setting > Modules Click on "Update Modules List". 
Update Modules List isn't there ??
Make sure you are logged in as admin user and you are using extended settings not simplified

When you add new modules in addons folder, you need to refresh the module via the web client (internet connection not required but internet browser is required). Do what Pinakin Nayi suggested.
