When a question has an answer is it considered resolved? Or is there a resolved button which allows the original poster or administrator to state the question resolved?

This is an excellent question. I notice that many askers are not accepting a right answer.
This is an important thing to do because:
- it's an appreciation for the person that helped you,
- allows for contributors to find the questions that still need a correct answer, and
- makes it easier for other people with the same question to find a good answer.
The correct answer should be selected by the person posting the question. This is done clicking in the button just below the answer's voting arrows:
